Les Etats ne parviennent pas à réduire leurs émissions de CO2 ? Google construit précisément son propre parc à énergie solaire. Les Etats ne réussissent pas à réguler le trafic routier ? Google construit justement une voiture sans chauffeur. Les Etats échouent à moderniser les régions sous-développées d'Afrique, d'Asie et d'Amérique latine ? Google veille à ce que chacun ait accès à Internet. Google et, de manière plus générale, les grands services de l'Internet (le plus souvent californiens) sont en train de prendre, sans qu'on s'en rende compte, la place de l'Etat, des Etats, dans la gestion quotidienne de nos droits et libertés. Dans quelle mesure doit-on s'en inquiéter ?

Black and White Speech in the Southern United States

This study compares the pronunciation of the stressed vowel nuclei of black and white southerners interviewed for the Linguistic Atlas of the Middle and South Atlantic States. The informants from Maryland (two pairs), Virginia (seven pairs), and North Carolina (seven pairs), were all interviewed in the period 1933-1939 by a single field worker, Guy S. Lowman, Jr., and were matched as closely as possible for age, education, social class, and geographical proximity. The principal findings of the study are that systematic differences exist between black and white speakers in the pronunciation of the stressed vowels, on the phonic or subphonemic level. This is the same type of variation that is used to characterize dialect differences in the United States. The differences in speech, however, while systematic, are not categorical : i.e., there are no speech features examined that exist solely for black or white speakers. Another finding was that regional variation in speech was less apparent for black speakers than for white speakers.

Activation Policies for the Unemployed, the Right to Work and the Duty to Work

Since the 1990s and the 2000s, Western social protection systems have experienced a turn towards activation. This turn consists of the multiplication of measures aimed at bringing those who are unemployed closer to participation in the labour market. These measures often induce a strengthening of the conditions that must be met in order to receive social benefits. It is in this well known context that the authors gathered in this book decided to take a closer look at the relationship between activation policies for the unemployed and the right and the duty to work. If activation measures are likely to increase transitions towards the labour market, we can also make the assumption that they may, particularly when they are marked with the seal of coercion, hinder or dramatically reduce the right to freely chosen work. In such circumstances, the realisation of the "right to work", which is often stated to be the aim of those who promote activation, tends in practice to be reduced to an increasing pressure being exerted on the unemployed. In this case, isn't it actually the duty to work that is particularly reinforced ? After an historical and philosophical perspective on the issue, this assumption is confronted with the developments observed in the United States and in France, and then with the guidelines laid down in international human rights instruments. What follows is a discussion of two alternatives to the dominant activation model : the basic income guarantee and the employment guarantee.

Knowing and teaching elementary mathematics. Teachers' understanding of fundamental mathematics in China and the United States

This book describes the nature and development of the "profound understanding of fundamental mathematics" that elementary teachers need to become accomplished mathematics teachers, and suggests why such teaching knowledge is much more common in China than in the United States, despite the fact that Chinese teachers have less formal education than their U.S. counterparts. The studies described in this volume suggest that Chinese teachers begin their teaching careers with a better understanding of elementary mathematics than mat of most U.S. elementary teachers. Their understanding of the mathematics they teach and-equally important-of the ways that elementary mathematics can be presented to students, continues to grow throughout their professional lives. Teaching conditions in the United States, unlike those in China, militate against the development of elementary teachers' mathematical knowledge and its organization for teaching. The concluding chapter of the book suggests changes in teacher preparation, teacher support, and mathematics education research that might allow teachers in the United States to attain profound understanding of fundamental mathematics.

Metamorphosis of the Administrative Welfare State

The book's conceptual framework is built upon an analysis of different varieties of rationality. A conception of political rationality is elaborated. First, orientations of contemporary administrative theory and research are analysed from the point of view of that rationality. Next, the same viewpoint is applied to an analysis of an entity called the 'administrative welfare state'. This concept is used to cover the typical institutional shape of the leading highly developed countries until the 1980s. The strengths and the weaknesses of the contemporary 'new public management' reforms are also evaluated from the point of view of political rationality. Finally, steps are taken to define elements of actual reform programmes in the terms of the political rationality.

Based on the Idiolect Synopses of the basic materials of the linguistic atlas of the gulf states, this summary offers the first interpretation of evidence gathered in southeastern United States, 1968-80. The phonological, morphological and lexical data outlines a principal source of the speech of the Upper South. Although primarily a South Midland dialect, East Tennessee folk speech shows a complex regional and social structure that includes relics and innovations with patterns that distinguish this subregion from the dominant forms of American English spoken in the South and elsewhere.

«Die Welt war meine Gemeinde»- Willem A. Visser ’t Hooft. A Theologian for Europe between Ecumenism and Federalism

Willem A. Visser 't Hooft (1900–1985), Dutch pastor and theologian, was one of the most significant personalities in the Protestant Ecumenical movement. Deeply influenced by Karl Barth, and filled with a strong Ecumenical spirit, he was closely involved in the founding of the World Council of Churches, of which he was elected General Secretary. During the Second World War, many Protestants became convinced of the need for an international political system which, beside uniting the nations and peoples of Europe, would guarantee them fundamental freedoms and mutual respect for their historical, cultural and confessional traditions. The directors of the WWC were strongly committed to federalism, partly because of the political traditions of the states from which their member churches originated (Switzerland ; Great Britain and its Commonwealth ; the United States), and partly because of their conviction that a simple confederation of states, based on the model of the League of Nations, would be completely incapable of containing national ambitions. In spring 1944, Visser 't Hooft welcomed into his Geneva home the representatives of the European Resistance, who, under the leadership of Altiero Spinelli and Ernesto Rossi, signed the International Federalist Declaration of the Resistance Movements. These historic transnational encounters, aimed not only at coordinating military action or seeking diplomatic contacts but at exploring ways to "build" peace and re-establish the future of the Continent on new foundations, marked a profound break with the past.

Thomas Carlyle 1981

Thomas Carlyle (1795-1881), essayist, biographer, historian, philosopher, translator, literary and social critic, was one of the great intellectual forces of his period, indispensable to our understanding of Victorian Britain and the 19th century in general. Scholars from Canada, France, Germany, Great Britain, Sweden and the United States assembled at the Scottish Studies Centre of the University of Mainz in Germersheim for the International Thomas Carlyle Centenary Symposium 1981. Their papers, published in this volume, open up a new - European - dimension of Carlyle's personality, work and thought. They offer evidence that the subject is not exhausted, quite the reverse, and that in many aspects Carlyle is as topical today as in his own time.

In 1922, China breaks away from Japan and fights a brief war that culminates in the Chinese annexation of the Japanese possessions of Korea, Formosa, and Manchuria. Over the next half century, China's population steadily grows, and eventually migration overwhelms European colonies in Asia. The United States of America and the other Western powers launch a biological warfare campaign against China, resulting in the decimation of China's population. China is then colonized by the Western powers.

Il traite ainsi des 4 210 noms scientifiques différents qui correspondent aux 869 espèces ou sous-espèces reconnues au 1er janvier 1996. Il ne se contente pas d'établir toutes les synonymies, dont certaines sont inédites, mais précise aussi, pour chaque espèce, les stades décrits, les hôtes majeurs des stades immatures et adultes et la répartition par zones biogéographiques. Il est par ailleurs l'occasion, pour les auteurs, de formaliser leur conception de la classification des Ixodida et de fournir une bibliographie prenant la suite de celle de Hoogstraal arrêtée au 31 décembre 1984. Au plan pratique, un index à 5 148 entrées renvoie, pour chaque nom scientifique, à la ligne du catalogue où il apparaît dans la classification. Embracing Democracy

Hermann Broch wrote two of the most significant novels of German modernism, The Sleepwalkers and The Death of Virgil, which established his importance to German literature. His writings on democracy, mass delusion and internationalism are more obscure. Embracing Democracy examines the central political, social and psychological tenets of Broch's concept of "total democracy" as an expression of the synthesis of his European intellectual development – his Viennese Bildung – and his new position as an exile from fascism. This book chronicles Broch's experiences from the founding of the Austrian First Republic to his exile in the United States (1918 to 1951). The author traces two seemingly contradictory narratives in Broch's political consciousness. On the one hand, Broch held an intellectual position in his post-exile political theory that was consistent with the philosophy of history, psychology and epistemology of his Viennese milieu. On the other hand, he significantly reconceived the utility of politics for his theory of value construction, while also becoming more involved in political activism. This book provides new perspectives on the work of Hermann Broch beyond his literary oeuvre and offers insights into the development of political theory among exiled European intellectuals in the United States.

Look Close, Think Far. Art at the Ackland

This richly illustrated volume introduces one of America's finest university art museums - one whose directors, curators, donors, and patrons have left a remarkable legacy, a museum collection that encourages us all to "look close, think far. " The selection of over 280 highlights is presented with brief commentaries and an essay that traces the growth of the Ackland Art Museum's outstanding collection. The Ackland Art Museum at the University of North Carolina at Chapel Hill is one of the United States' most distinguished public university art museums. Founded in 1958, it now houses over 20, 000 works of art, covering some 5, 000 years of cultures from around the globe. "Look Close, Think Far" is the tagline of the Ackland, informing everything from the dynamic and varied program of special exhibitions to ambitious interpretation, education, and outreach activities. It applies especially strongly to the museum's extensive permanent collection. Although an integral part of the oldest public university in the United States, the Ackland is a relatively young institution. Now approaching its sixty-fifth year, it has become the proud steward of over 20, 000 works of art from an impressively broad range of world cultures and time periods. The essay gives special attention to the early stages and the less obvious, more idiosyncratic moments that have contributed to the Ackland's personality and individuality. The approach taken by the editor Peter Nisbet, deputy director for curatorial affairs at the Ackland, differs from most conventional volumes of museum collection highlights in several refreshing ways. Instead of separating works along the lines of curatorial departments, the arrangement emphasizes the unity of the collection by merging works from different cultures. These are presented in a largely chronological sequence, but one that surprises by starting with the present and extending back in time. Within this order, works of art are deliberately paired across individual page openings, to stimulate visual attention, reflective thinking, and sometimes maybe just a smile.

During the late 1970s and early 1980s, New York City was financially and socially bankrupt, but the art and music scene was flourishing. During these years, the downtown New York music scene - no wave, hip-hop, disco funk and club culture - shaped Jean-Michel Basquiat as both a musician and an artist. This catalog for a traveling exhibition explores how Basquiat's painting has parallels in his music (sampling, cut-up, rapping), and takes a new look at his production as a writer and a poet in light of his connections with the then-emerging hip-hop culture. Foreign Devils

Foreign Devils investigates representations of exile in Hollywood cinema from 1930 to 1956 through the films of Peter Lorre, Béla Lugosi, and Conrad Veidt. This book dispels the assumption that by virtue of its hegemonic, reactionary, and exclusionary modes of representation, otherness is excluded from or only obliquely alluded to in classical Hollywood cinema. This book contends that Hollywood uses European émigré actors to speak of the experience of exile and the often-futile exilic attempts at integration into the host nation. This original, cross-disciplinary study incorporates a number of research interests in film studies – specifically Hollywood cinema, exile and émigré filmmakers, the Golden Age of the studio system, the Universal Horror cycle, and Poverty Row filmmaking. Foreign Devils combines the close reading of key texts with a theoretical framework that encompasses body theory and theories of space and nation with historical accounts of immigration to the United States and American concepts of nationhood through the symbolism of blood and death studies. Film studies students and academics, both undergraduate and postgraduate, as well as scholars in other disciplines, and anyone with an interest in Hollywood cinema, Central European culture in the 1930s-1950s, and European emigration to the United States will benefit from reading this book. Preventive Action for Refugee Producing Situations

This book provides an empirical analysis rather than a theoretical framework of refugee situations during the Cold War. It focuses on potential refugee-producing situations with a view to prevent occurances where refugees are exploited as a weapon in political strife. In order to forestall the violation of individual rights, the book proposes measures to prevent refugee situations from arising, however, not to prevent persecuted individuals from seeking protection. This second edition shows in its revised parts that the proposals for prevention, including on mediation, early warning, and information-sharing are all being implemented. Developments since the publication of the first edition have entirely changed the international political climate. Prevention has moved to the top of the agenda of the United Nations and individual states alike. Progress achieved in the area of human rights and political climate. Prevention has moved to the top of the agenda of the United Nations and indivivual states alike. Progress achieved in the area of human rights and development, humanitarian assistance and intervention, peacekeeping and peacemaking offer new possibilities and challenges for prevention and peace. The international community should move forcefully now while almost global cooperation is possible to institutionalize new prevention and intervention approaches to save lives and to prevent future abuses of human rights and forced population displacement. The Cold War may have finished but war, internal and crossborder, is still alive.

I feel the need to enlighten the public on the way the European Union functions, or rather malfunctions. For most readers, this could come as a great shock : how can one imagine that the legislator no longer legislates and that he delegates his legislative power to obscure cenacles called "trilogues" ? Today, being a lobbyist is considered to be bad. A defender of business, of multinationals, of capitalism, ... and by extension of pesticides, intensive agriculture and junk food. That is the image ! The aim of this book is not to correct this image, but to provide elements of appreciation and to give a form of objectivity to the debate. Daniel Guéguen is the longest serving EU lobbyist. He is the former head of the European sugar lobby and then of the European farmers unions. Now a consultant, he is at the heart of the lobbying issues that make the news. Longtime professor in the United States, notably at Georgetown and Harvard. Now at the College of Europe. Multi-author, editorialist, blogger, Daniel Guéguen remains a convinced pro-European, but fiercely critical of an opaque, bureaucratic and, to put it bluntly, anti-democratic system.

This book offers a significant, original and timely contribution to the study of one of the most important and notorious Latin American authors of the twentieth century : Reinaldo Arenas. The text engages with the many extraordinary intersections created between Arenas' writing, the autobiographical construction of the literary subject and the exilic condition. Through focusing on texts written on the island of Cuba and in exile, the author analyses the ways in which Arenas' writing emblemises a complex process of identification with, and rejection of, his homeland – always an imagined place and which is, as the place of his origins, intrinsically related to the maternal. She examines how the maternal and the motherland are conflated and how the narrator-protagonists' identification is always in relation to, and dependent upon, this dominant motif. The book also explores the extent to which Arenas' writing is a tortuous attempt to escape from this dominance and to free himself and his writing from the ties that bind him to the mother and the motherland, and shows that Arenas suffered the exilic condition long before his move to the United States in 1980 as part of the Mariel exodus.

Stars and Stellar Evolution

The diverse forms that stars assume in the course of their lives can all be derives from the initial conditions : the mass and the original chemical composition. In this textbook the basic concepts of stellar structure and the main roads of stellar evolution are described. First, the observable parameters are presented, which are based on the radiation emerging from a stellar atmosphere. Then the bascphysics is described, such as the physics of gases, radiation transport, and nuclear processes, followed by essential aspects of modelling the structure of stars. After a chapter on star formation, the various steps in the evolution of stars are presented. This leads us to brown dwarfs, to the way of star changes into the red-giant state and numerous other stages of evolution and ultimately to the stellar ashes such as white dwarfs, supernovae and neutron stars. Stellar winds, stellar rotation and convection all influence the way a star evolves. The evolution of binary stars is included by using several canonical examples in which interactive processes lead to X-Ray binaries and supernovae of type la. Finally, the consequence of the study of stellar evolution are tied to observed mass ans luminosity functions and to the overall evolution of matter in the universe.
